Senator Richard Alloway II was elected to his first term representing the 33rd District in the Pennsylvania Senate in November 2008. In 2011, the 33rd District included all of Franklin and Adams Counties and portions of York County. 

Experience:

Highlights of accomplishments during Senator Alloway’s first term in office are:

·         Never voted for a personal tax increase, NEVER

·         Successfully worked for and passed into law The Castle Doctrine, further protecting our second amendment rights to defend ourselves.

·         Cut his district operating expenses by $300,000 per year, and currently has one of the lowest district operating budgets in the state senate, with one of the smallest staffs.

·         Refused to take per diems; in district mileage; and a state-leased car.  Like most of us, he drives his own car to work.

·         Reformed government through strengthening the “right to know” laws, improving transparency in state government, PA right to know is one of the strongest in the nation.

·         Worked to and will continue to work to reform the state outdated prevailing wage laws.  

·         Introduced a bill to end the Pennsylvania Inheritance Tax, believing the families should retain what they have earned over a lifetime, it should not be taken by government.

Senator Alloway currently serves as:

·         Chairman of the Senate Game and Fisheries Committee, which oversees the Pennsylvania Game Commission and the Pennsylvania Fish and Boat Commission.

·         Vice Chairman of the Senate Law and Justice Committee

·         Member of the:

o   Senate Aging and Youth

o    Judiciary

o   Local Government

o   Rules and Executive Nominations Committees

The current and past committee assignment and appointments made by Senate Leadership demonstrate the faith that they place in Rich’s leadership abilities.

Prior to his election to the Senate, Senator Alloway served as a magisterial district judge for four years and was in private law practice with Larry Meminger.  Since taking his first job as a teenager, Senator Alloway has been motivated by challenges and has much private business experience to draw from; making him keenly aware of  private business issues especially during these difficult economic times. On the economic front, his focus is helping to create an environment where business can flourish and provide good, family sustaining jobs.

Community Service

Senator Alloway is a member of the National Rifle Association, Lurgan Township Lions, the Hamilton Township Ruritan, the Franklin County Farm Bureau, Pleasant Hall Fire Company and Trinity Lutheran Church. He is a former member of the Franklin County Development Corporation and Downtown Chambersburg, Inc. He also served as President of the Greene Township Lions.  Senator Alloway is a supporter of many community organizations throughout the 33rd senatorial district.

Personal Background:

Senator Alloway was born and raised right here in the 33rd District.  A Franklin County native, Senator Alloway is a 1986 graduate of Chambersburg Area Senior High School. He worked this way through school and earned a B.S. in Government from Shippensburg University and  a J.D from Widener Law School in 2002. Senator Alloway resides in Hamilton Township with his wife Shannon and their pets. Rich is an avid reader especially enjoys books pertaining to history and philosophy. His job as State Senator keeps him very busy, but in his spare time, Rich enjoys hunting, fishing, spending time at the beach, hiking, golfing, and working out, in addition to working with his community service groups.
